National Popular Vote Interstate Compact (NPVIC): What is it?

The National Popular Vote bill will guarantee the presidency to the candidate who wins the most popular votes in the entire nation. It is an interstate compact, which is an agreement between two or more states, and it works like this: Each state that votes to join the compact agrees to pass state laws that will instruct that state’s electors to vote for the presidential candidate who wins the popular vote in the entire nation rather than in that particular state. NPVIC will become effective when states representing 270 electoral votes pass the legislation. Recall that 270 is the number of electoral votes that a presidential candidate needs to win in order to secure the presidency. As of now, NPVIC has been enacted in seventeen states and the District of Columbia. These jurisdictions represent 209 out of those 270 electoral votes - just 61 more are needed for NPVIC to go into effect. When passed in Wisconsin, our state would add 10 electoral votes.


When NPVIC goes into effect, each state will continue to conduct its elections and report election results, just as they do today. The states that have passed NPVIC legislation will cast their cumulative 270 (or more) electoral votes for the national popular vote winner, who will then become president. NPVIC ensures that the winner of the national popular vote and the winner of the Electoral College vote will be the same.


What is the League doing to advocate for NPVIC?

LWVGGB has a National Popular Vote committee. The goal of our committee is to help get the NPVIC legislation passed in Wisconsin by educating our local public so that they can effectively urge their state legislators to support NPV. Members at this time include Jill Fermanich, Lynn Gerlach, Jan Strahl, and Karen Schley. We meet around Lynn’s kitchen table.


Our most recent meeting was September 24, 2025. Jan gave an overview of the

September 16 LWVWI NPV Working Group meeting held via Zoom:

  • Patrick Rosenstiel (senior consultant to National Popular Vote campaign) was in attendance

  • It was reported that NPV legislation will be introduced in the Wisconsin legislature in October 2025 with a goal of moving it forward in 2026.


The committee decided to work on the following items:

  • A presentation on NPV aimed at the general public to be held in the early months of 2026

    • Will include a one-page summary to hand out to attendees

    • A sign-up sheet for folks interested in joining our efforts

  • Revise and update existing NPV brochure for distribution

  • Continue LWVGGB newsletter articles

  • Develop a class on NPV to be offered in early 2026 for the Lifelong Learning Institute at UW-GB.

Our next meeting will be October 20, 2025, at 2:00 at Lynn’s home.
